Interim General Counsel & Compliance Officer
Healthcare organizations often need experienced legal leadership at critical stages of growth, transition, or increased regulatory scrutiny—but may not need or be ready for a full-time General Counsel, Chief Compliance Officer, or other legal or operational roles. Paulette provides interim and fractional General Counsel or compliance services to healthcare entities, bringing more than 25 years of healthcare legal, regulatory, compliance, litigation, and business experience to the organization.
Paulette can step into an existing legal or executive function, provide temporary leadership during a transition, or serve as an outside legal resource for organizations that need senior-level counsel without the cost or commitment of a full-time in-house position, or provide continuity when a General Counsel, Chief Compliance Officer, or senior legal or operational executive departs, is on extended leave, or while an organization conducts a search for permanent legal leadership.
Paulette also has extensive government experience and can satisfy the government requirements for a compliance consultant or a monitor to oversee remediation as a condition of a settlement agreement.
Drawing on her experience as General Counsel, Chief Compliance Officer, Equity Partner, and senior legal executive with both payors and healthcare organizations, Paulette works closely with CEOs, boards, executive teams, and operational leaders to identify legal and regulatory risks, address immediate issues, and develop practical strategies for managing those risks.
Her interim and fractional GC services may include:
- Executive and General Counsel Support – Serving as a strategic legal advisor to CEOs, boards, and senior management on day-to-day and enterprise-level legal matters.
- Risk Management – Helping leadership identify legal, regulatory, operational, and contractual risks and establish practical processes to address them.
- Compliance Consultant – Act as a government-required monitor or consultant to an organization as part of a settlement agreement with the Government.
- Regulatory and Compliance Oversight and Training – Assessing compliance programs, identifying regulatory risks, training on topics, and advising on healthcare laws and regulations, including the Anti-Kickback Statute, Stark Law, False Claims Act, Corporate Practice of Medicine, HIPAA, and antitrust requirements.
- Contracting and Transactions – Negotiating and drafting provider, payor, MSO, vendor, investment, and other complex healthcare agreements.
- Investigations and Audits – Managing or assisting with government investigations, payor Special Investigations Unit matters, regulatory audits, and other high-stakes inquiries.
- Litigation and Dispute Management – Overseeing litigation, arbitrations, mediations, and other disputes and working with outside litigation counsel when appropriate.
Because Paulette has worked both inside healthcare organizations and as outside counsel, she understands that effective General Counsel advice must go beyond identifying what the law permits. Her approach is to understand the organization’s business objectives, operational realities, and risk tolerance and then develop legal strategies that allow the organization to move forward while managing those risks.
